Morton explains how Cox borrows key concepts from Antonio Gramsci's distinctive approach to Marxian theory-especially the notions of hegemony, historical bloc, the state, and civil society-in order to fashion a "critical theory of hegemony," one that "directs attention to questioning the prevailing order of the world." Among the distinctive features of Cox's framework are a focus on an expanded conception of hegemony (which represents a form of class rule, and thus includes but is not reduced to state dominance), the coalescing of historical blocs of social forces at a national level (as a condition for world hegemony), and a nonbourgeois view of the state (which is closely related to the work of Gramsci in that it encompasses institutions of political society and civil society). Morton then explains how this framework can be and has been creatively used (by Cox and other neo-Gramscians) to analyze various global configurations, including the post-World War II Pax Americana, the erosion of that order in the 1970s, and the emergence of a new global order (based on the internationalization of production and the state). Finally, he takes up some of the valuable criticisms of the neo-Gramscian approach from within the Left and puts forth an agenda for further research. What is particularly important, Morton argues, is for neo-Gramscian scholars to engage directly with the writings of Gramsci (instead of relying on secondhand accounts or non-Gramscian understandings of key concepts) and, especially, to consider systematically the forms of resistance (on the part of organized labor, landlesspeasants, and many others) to contemporary global hegemony. Within mainstream International Relations (IR) and International Political Economy (IPE) theories, however, these discussions have run out of steam. On one hand, neorealists such as Waltz (Waltz 2000) and state-centric comparative political economists (Hirst and Thompson 1999; Weiss 1998) argue that globalisation implies mainly an increase in cross-border flows and, therefore, does not change fundamentally the inter-state system. In other words, states remain the only significant actors in international politics and we should, as a result, speak of internationalisation, not globalisation. On the other hand, so-called hyperglobalists make the point that globalisation has drastically changed the international system with non-state actors, especially transnational corporations (TNCs), increasingly taking over core functions, traditionally carried out by states (Strange 1996). In turn, states become mere conduits, adjusting national economies to the requirements of global capital, to whither away as increasingly powerless actors (Ohmae 1990, 1995). This article situates a major analysis of state formation, the rise of the Justice and Development Party (AKP), and the growth of a broader Islamist movement in Turkey within the main current of Sociological Marxism. It does so in order to critically examine the rather bold revision of the theory of hegemony at the heart of Cihan Tuğal's Passive Revolution: Absorbing the Islamic Challenge to Capitalism, which posits the separate interaction of political society, civil society and the state in theorising hegemonic politics in Turkey. My contention is that the revision of hegemony that this analysis offers and its state-theoretical commitments are deeply problematic due to the reliance on what I term 'ontological exteriority', meaning the treatment of state, civil society and the economy as always-already separate spheres. The focus of the critique then moves toward highlighting a frustrating lack of direct engagement with Antonio Gramsci's writings in this disquisition on hegemony and passive revolution, which has important political consequences.
