Morton explains how Cox borrows key concepts from Antonio Gramsci's distinctive approach to Marxian theory-especially the notions of hegemony, historical bloc, the state, and civil society-in order to fashion a "critical theory of hegemony," one that "directs attention to questioning the prevailing order of the world." Among the distinctive features of Cox's framework are a focus on an expanded conception of hegemony (which represents a form of class rule, and thus includes but is not reduced to state dominance), the coalescing of historical blocs of social forces at a national level (as a condition for world hegemony), and a nonbourgeois view of the state (which is closely related to the work of Gramsci in that it encompasses institutions of political society and civil society). Morton then explains how this framework can be and has been creatively used (by Cox and other neo-Gramscians) to analyze various global configurations, including the post-World War II Pax Americana, the erosion of that order in the 1970s, and the emergence of a new global order (based on the internationalization of production and the state). Finally, he takes up some of the valuable criticisms of the neo-Gramscian approach from within the Left and puts forth an agenda for further research. What is particularly important, Morton argues, is for neo-Gramscian scholars to engage directly with the writings of Gramsci (instead of relying on secondhand accounts or non-Gramscian understandings of key concepts) and, especially, to consider systematically the forms of resistance (on the part of organized labor, landlesspeasants, and many others) to contemporary global hegemony. Veblen's emphasis on the directive to take culture into account occurs later in Antonio Gramsci's theoretical innovations: namely, class struggle for cultural hegemony and the importance of the organic intellectual as ferment for class emergence. Gramsci was experiencing the mass movement of fascism, and the (now) classic analysis of social classes became an urgently needed extension to explain class evolution. Today, capitalism is in deep crisis once again. This paper argues that the drivers of the next revolutionary upheaval will, once more, be the social classes - particularly, the newly emerging ones. n the era of neoliberal capitalist globalization, two contradictory discoursesare clearly noticeable in civil society movement. On the one hand, devotedright-wing followers in civil society offer a militant view of the state and arguethat it must be challenged on the grounds of transparency, accountability, down-sizing, and so on. Such a view was long ago articulated by Locke. According tothis view, civil society is the bearer of rights and could be a source of resistance to the state, in case the state violates human rights. This view, as also Locke's view, does not seek to problematize civil society. On the contrary, civil society, in this view, is the principle organizer of human life. Such a view is usually foundin contemporary neoliberal critiques of the state today. On the other hand, various sections of the Left-using a productivist model of politics or a feminist model or environmentalism-wonder how civil society could be seen a source of resistance to state power because civil society legitimizes capitalism and the coercive state power. Both these pro-civil society stances and anti-civil society stances form a dichotomy in the era of capitalist globalization today. Aspects of the earlier dichotomy were perceived for the first time by Gramsci during the interwar period, while some other positions are a product of the contemporary era. For various reasons, as we shall see, Gramsci's original position on the subject is little known. However, Gramsci modifies both pro-civil society stances of liberalism (originally Locke's) and anti-civil society stances of the Left (originally Marx's). It is pertinent to recollect certain original positions communicated on these issues by Gramsci long ago. This article proposes certain middle grounds that have been recovered from Gramsci as a way out of the puzzle that emerges from this dualism.
