He makes clear that the united-front approach advocated by Gramsci, based on working-class mobilisation and accompanied by clear communist criticism, was distinct from the policy of bourgeois alliances to be advocated by the Stalinist parties after 1935 under the name 'popular front'. He demystifies the concept in Gramsci of working-class 'hegemony', from which so many speculations are spun, showing that it meant nothing other than working-class political leadership, achieved through sound use of united-front tactics. Yet Thomas makes the formula of 'united front' do too much, or bundles into it more than it can rationally contain. From a Gramscian realist position, this article criticizes underlying assumptions in the framing paradigm itself. The article examines how frames are defined, understood, and theorized in key texts on Anglo-American framing and uses examples from the scholarly literature on climate change communication and the Norwegian media to argue that global warming should not be posed primarily as a question of framing. It argues that the framing paradigm suffers from three main problems: (1) anthropocentrism; (2) a strategic approach to truth; and (3) an underestimation of the importance of latent meaning. Instead of communicative attempts by framing scholars to resonate with a plurality of already manifest, already culturally resonant and already familiar frames in public discourse, the essay suggests that global warming is an ethical challenge which communication scholars can best help solve with a combination of natural realism and political advocacy. The complexity of this process led to multiple perspectives of analyzing it. We believe that NeoGramscian theory of European integration, although not so well known, can be considered the most appropriate methodological support in explaining the events that have redefined the European integration: the rejection of the Constitutional Treaty, the financial crisis and the emergence of the Lisbon Treaty. We started from the assumption that the EU has obvious neo-liberal connotations, which led to the emergence of functional obstacles difficult to overcome, especially when it comes to the social dimension of the EU. Therefore, we divided the work into two basic parts, the first explains the methodology used, the main concepts, what neo-liberalism is and which are the EU' s neo-liberal expressions and in the second part we focused on the social dimension of the EU, talking about the lack of substance that we found in the rhetoric of Fundamental Rights. Using the trade unions, we have exemplified the inability of the EU to cope with social challenges, especially since there are forms of scepticism focused strictly on social discontent. While this has produced a great deal of commendable scholarly work, it has equally produced a growing number of critics who have voiced concerns over the viability and feasibility of applying Gramsci's key concepts to the realm of the international. Rather than revisiting these charges, we argue that one of the main problems associated with the 'neo-Gramscian' interpretations of international relations (IR) is that they have tended to develop an ontology of their own and have not pursued a re-reading of Gramsci's actual work to explore a fresh opening towards applying Gramsci to the international. We argue that by re-exploring Gramsci's understanding of 'conceptions of the world' and by re-examining Gramsci's concept of hegemony, a greater scope can be achieved for understanding power relations within global politics. Cultural policy studies were, in fact, theorised as an anti-Gramscian project between the late 1980s and the early 1990s, when a group of scholars based in Australia advocated a major political and theoretical reorientation of cultural studies away from hegemony theory and radical politicisation, and towards reformist-technocratic engagement with the policy concerns of contemporary government and business. Their criticism of the 'Gramscian tradition' as inadequate for the study of cultural policy and institutions has remained largely unexamined in any detail for almost 20 years and seems to have had a significant role in the subsequent neglect of Gramsci's contribution in this area of study. This essay, consisting of three parts, is an attempt to challenge such criticism and provide an analysis of Gramsci's writings, with the aim of proposing a more systematic contribution of Gramsci's work to the theoretical development of cultural policy studies. In Part I, I question the use of the notion of 'Gramscian tradition' made by its critics, and challenge the claim that it was inadequate for the study of cultural policy and institutions. In Parts II and III, I consider Gramsci's specific writings on questions of cultural strategy, policy and institutions, which have so far been overlooked by scholars, arguing that they provide further analytical insights to those offered by his more general concepts. More specifically, in Part II, I consider Gramsci's pre-prison writings and political practice in relation to questions of cultural strategy and institutions. I argue that the analysis of these early texts, which were written in the years in which Gramsci was active in party organisation and leadership, is fundamental not only for understanding the nature of Gramsci's early and continued involvement with questions of cultural strategy and institutions, but also as a key for deciphering and interpreting cultural policy themes that he later developed in the prison notebooks, and which originated in earlier debates. Finally, in Part III, I carry out a detailed analysis of Gramsci's prison notes on questions of cultural strategy, policy and institutions, which enrich the theoretical underpinnings for critical frameworks of analysis as well as for radical practices of cultural strategy, cultural policy-making and cultural organisation. Antonio Gramsci's thought has strongly influenced the fields of IR and IPE through the work of Robert Cox, Stephen Gill, Kees van der Pijl and others, engagements often gathered (not uncontroversially) under the rubric of an ostensibly unified 'neo-Gramscian' position or 'the Italian School'. The emergence of such interventions into IR/IPE has sparked controversy regarding whether Gramsci's work can be legitimately applied to 'the international', both from within IR and in other fields. This article examines the validity of such critiques of 'neo-Gramscian IPE', which we argue rely on problematic characterisations and little evidence from Gramsci's writings. More substantively, we provide an exegesis of the role of the international dimension in the construction of central categories of Gramsci's thought and his approach to nation-state formation and international organisations such as the Catholic Church and the Rotary Club, which have been regrettably neglected by all facets of these discussions. We demonstrate that Gramsci can indeed be understood as a theorist of the international, whose approach is particularly salient for the present historical conjuncture.

It has, for example, been suggested that the hegemony created by the Malaysian ruling class is being contested, leading to a weakening of its legitimacy, and that an active class of organic intellectuals is emerging and helping to develop potential bases for counter-hegemonic participation. We employ an alternative Gramscian approach, restoring relevant aspects of Gramsci's theories to the centre of analysis. We, therefore, focus on mutual perceptions in coalitions between civil society organisations and trade unions as a key indicator of the strength of counter-hegemonic forces.
