    «Compares regime theory and the theory of hegemony in a discussion of regeneration policies in Birmingham, England, since the early 1980s. It is suggested that the Gramscian theory of hegemony offers a cogent structural framework for locating the capitalist state missing from regime theory... However, it is found that Gramscian theory tends to downplay the role of political processes, e.g., coalition building between factions & agencies...
